Frist of all it depends on what exactly you are going to install. Spring is better for prepping and planting flower beds, beginning hardscaping projects, installing sod or seeding lawn. The summer construction season is when the majority of large landscaping and hardscaping projects are done. Fall is great time for planting fruit trees and bushes since temperatures are lower. No you do not. It's not necessary for maintaining the health of your lawn or plants, but can be really helpful. Irrigation does much of the hard work that watering entails so that you don't have to, and it hits the parts or your lawn you might miss.
